In its submission to the Commonwealth Government arising from the Ministerial paper "Industry Training in Australia", the Business Council undertook to collect and disseminate information on best practice in training in leading Australian companies. Companies from a wide spectrum of industrial and commercial sectors were invited to participate. Most of the companies which were asked to participate and contribute to this document did so. Companies which were asked to participate were not exclusively members of the Business Council. Companies were asked to describe their training approaches either for the whole of their company or for a particular operating division or subsidiary. The choice as to which training approach was to become their case study was determined by the company. Therefore, considerable variability exists between the description of each company’s training initiatives. Whenever a 'total' view of training was presented for the entire company, the case study often included statements concerning the company's mission, philosophy and overall human resource strategy. Whenever a company preferred to describe a particular initiative or the training involved in a particular subsidiary, the company often chose not to comment on philosophy but restricted its discussion to specific activities. Companies were provided with a suggested five-heading outline for their contribution: forces of change; human resource strategies; skills formation processes; skills formation effort; outcomes. Considerable latitude was given to the companies as to the manner in which they addressed this outline, and to the word length of their submissions. The result is a publication with great diversity and stands as one of the most detailed documentations of current training and development practices in Australia.
